Best Head choice for friends 521 bbf

What do you all think is the best head for my friends 521 with around 11 to 1 compression and solid roller cam(we do not have cam yet).The two heads that he is looking at are the P-51 or the TFS A-460.He will drive the motor on the street,but is wanting all he can get horsepower wise because he is building for drag week.

Need more information like, how much money is he prepared to spend on heads and how much torque & horsepower is he wishing to get; at what RPM range.

on top of what Randy said...what pistons are currently being used? on my 521(ford motorsports crate) I can use SCJ's or P51 not the A460 unless I change pistons.
