Personally, I prefer filling the block after boring but, before honing which requires two trips to the machine shop unless you're doing it all yourself.

Boring can reveal some bad stuff with an older block and I would like to know those type things before finally getting to finishing the whole process.

I've always done it before. I even let the block sit in the hot sun all day before adding it.
