AFR heads with stroker kit.
Looking at a 545 scat kit with 38cc dished pistons. Do I need to worry about the AFR head specific valve reliefs in a set up of this nature when using a semi aggressive street cam .650ish lift?
If so does anyone offer a kit with AFR specific reliefs yet?

There are a few places who offer the correct pistons however, someone will need to put together a kit for you having those correct pistons. OR, you could have the pistons from a present SCJ kit re-notched.
I don't know of any kits which already come that way.
Re: AFR heads with stroker kit.
I am direct with SCAT and have a proprietary line of AFR Bullitt pistons available in both the Racetec and Autotec lines. I just sub my pistons for Mahle, Icon etc to make up a kit...
Having said that The AFR castings intake valve occupies some of the real estate of the SCJ pistons valve relief. Given your valve lift a reasonable assumption is that the duration is in excess of what is safe to run with the SCJ relief alone. The AFR 85 cc chamber is more forgiving as it is .045" deeper.
There are several here who can get the proper kit together for you.
What are the @.050" duration figures for your cam and type of cam?

I don't have a cam yet Scotty. I am still in the "bench building" stage.
But I do plan on using one of your street/hydro lobe profile cams with solid lifters like the one you did for my 466. I love that cam!
I really wish you were closer to Florida!

I doubt you'll ever see the AFR attain the kind of sales numbers that it would require to make it an OTS kit.
But a semi-custom is no problem for most of us.
