Open a case and Ask for your money back, as long as you used paypal they will give you your money back up to the insured amount, if they can't get the full amount back from the seller.

did you use your credit card?
if so call them and cancel the payment...makes ebay and paypal work real fast!
AND AGAIN I SAY THIS: ONLY USE CREDIT CARDS FOR ONLINE,EBAY,PAYPAL PURCHASES!

I almost got shafted on flea-bay.
Luckily, I paid for the engine with a CC. Drove 3 hours to pick it up 4 days later.
I got weird vibes about the seller, so I broke the engine open and things weren't as advertised.
I called and left messages.
He ignored my calls and e-mails.
I was advised after that to file a dispute with PP.
That dude called me 2 hours after I filed the dispute asking why I did that ? I said : because you ripped me off and thought you could get away with by ignoring me.
I eventually got every penny back.

e-bay/paypal
I bought what was supposed to be a brand new fuel pump, it arrived as a used installed pump, guy wouldn't respond to e-mails so I went to my bank and got the charges reversed on my debit card. Ebay said they would suspend me for not going through their system, but never did. All I had to do was e-mail ebay a copy of the UPS return paperwork, and they let it go at that. I also posted negative feed back on the seller, what a scammer. I agree with the advise always pay with a credit card or debit card, you have recourse through your bank with out waiting for ebay/paypal to act.

I guess i just wait
He finally gets ahold of ebay and they send message to me the 7th day -the day i was could esculate the case. He said he been working 2 weeks out of town and his wife was supposed to send It?? Two things i see i dont like. I read original sale and it says he is saleing carb do to layoff? And he make a counteroffer same day and take money from paypal sameday,he could easily gave me a email of some kind. The only one i got is though Ebay this last day. He says it shipped the 15th from his wife and she was supposed to ship it 2 weeks ago and didnt know it was from ebay. He is pleading with me to go easy! Its funny that I have to wait throught the holidays now and afraid i might get a leather boot or something in a box. He gave a USPS # that doesnt have any way to track it. It doesnt say its bad # so i suppose its good, lol.

cancel it.
I would cancel they sale, either through your bank, or through e-bay. Every sign on this one is things are going to turn out bad, I'd bail out. He wants you to go easy with ebay so he can withdraw the funds from paypal before they can stop him. Cancel the sale, and ship back what ever he sends with a tracking # and your covered.

I agree with Frank. Only use a real credit card. Not that Visa debit card that takes the money from your checking account.

I've only been burned once on ebay, way back when I was an ebay noob.
Since then, I have bought and sold many parts, etc without any real issues. I've had a few slow shippers and one guy that sent 7 injectors instead of 8, but they were all rectified to my satisfaction.

Well it shouldn't be that hard. I had problems once and filed with ebay/paypal and eventually got my parts. It didn't happen overnight but it did happen.
