Who all makes rods? I know Eagle and Scatt do, who else?

Arrow, Cunningham, K1, Oliver, Saenz, REV, Carrillo, Star Galaxy, RPM, Scat, Elgin, Lunati, Eagle, Cat, Manley, Crower and those are just the common STEEL rod manufacturers.
A few of them share the same actual factory(s).

I have a set of rods that are ferra's that were original made by Saenz for them.

I have a really nice set of R&R billet steel rods here...
Chicago area and using American steel and production facilities.
They make them to your spec in any length - even after a customer changes his mind

i use the R&R billet aluminun rods and they have given me excellent service from both my builds .... and they are even priced right

I have the 6.700s for sale in the classifieds.
Custom spec steel rods run between $1600-1800 or so depending on the desired features.
Very nice parts. Take around 10-12 weeks to build.
