at what percentage do you run a race vac pump at, I was told 66 percent is this about standard.

It really depends on the pump that is chosen and the application. 66 percent is probably not too far off as a general spec. There are 5 or six different pump manufacturers out there and some if those have 4 different models and sizes, requiring different ratios.
The 22642 Moroso 4 vane enhanced pump is recommended to start at 50 percent, but after talking with their tech dept., I have one of those running at 70 percent.
What I learned was...the faster you spin it, the sooner that the pump will require maintenance.

mine is new and is MOR22843, large 4 vane.

I haven't installed one if those yet, but the specs look great. I notice that the option list offers an 18t crank pulley, so I will assume that they intend it to start out at 50%.
A nice big pump like that may not need to spin any faster.
I like the dual feed inlet feature. Cool pump for sure!
