How full does drum of fuel be new?

Purchasing a drum of c16 race fuel from a guy that says only few passes burned from it.
So how far down from the top of the drum do it be new?

More inportant question...
  When was drum opened?  How old is fuel?  A coue gallons light far kess damaging than some stale fuel that doesnt play nice in your race engine.

Alky drum will be within an inch or two of the cap.

I know when I buy alky the 55 gal drum only comes with 52 gal or that what on the label the alky is about 2'' down from the top.

The drum is only couple months old. I know the guy and know when he bought it

fyi , C-16 if a "funky" fuel... ( it does not do well sitting) You might buy 5 gal. from him and make a few hits with it to make sure its still good...
