Strange DA coilover shocks
I have some strange da coilover shocks and I have a question about mounting them.
Am I suppose to use the little spacers? Thanks for any info.

That will depend on your type of mount.the mounts where stock type shocks have been will require them.

The setup is a 89 mini tub hatch mustang using a upper coilover shock cross member. Im not using the stock location.

All depends on the chassis and/or housing mount used & the type of spherical bearing the shock maker is using. Some C/O spherical bearings have full sized spacers already built into the sides of the spherical ball it's self. Some have a very small raised ridge/register on the sides of the spherical ball, kinda like mini built-in spacers. And some have nothing on the spherical ball & need a full sized spacer/spacers.

Where can I buy the shims and bearings for these shocks? there is not any on these.

Any online chassis/parts shop should have them. Some brands have the bearing & misalignment bushing/spacer as a one piece assembley, and some the bushings are separate from the bearing. Just measure the gap between a shock's mounting brackets & choose the bearing/bushing assembly that fits. Some mounting brackets have an inside width of 1", and some will be wider depending on who made the bracket. If all you can find is the 1" wide bearing/bushing assemblies, and if the mounting bracket inside dimention is wider than 1", you can always add a washer or two inside to make up the difference.
Search online at Applied Racing Technology (ART), or Quarter Max/Rick Jones, or Jerry Bickel Race Cars, or even Jegs/Summit should have some.
Just search for shock bearings, & also misalignment bushings.
