I'm not going to say it's not legit, after the bashing's I'v had on my numbers, but an un-modded Victor going to 7100 at 588 inch is going to be very tuff to do.

Nowhere did I see that it was claimed the Victor manifold was "out of the box".
16:1 CR, big camshaft, big valves etc.. I suspect the manifold was not OTB.
As Randy M has stated previously:
"I have personally run a big bore 588 Ford on the dyno with those heads and a greatly modified Victor manifold, (anyone would have difficulty seeing the mods from the exterior), which peaked horsepower at 7,200 RPM. Not that much, though; (it was just under a 1,000 horsepower)."
The Victor has room to get 4.4 sq inches at plenum tapering to 4 square inches at the gasket flange.
The modified victor was worth 20+ cfm when flow tested on the head (A429). 380+ cfm @ 0.800" with manifold attached.

How would you tune the runner length without external mods?

There probably is room for more power output with a "tuned" runner length intake. I will not argue there.
Many of the newer manifold designs have an elongated plenum and runners are nearly the same length.
The Victor and mafia intakes both do not have identical length runners.
I would suspect with a tuned/welded intake he would have made more power.

Surface treatment I suspect......polished or some other jazz.

I talked briefly to the guy who modified the manifold ..it's a $1500 job at least to modify the Victor manifold cut shut welding porting etc..after the manifold and heads were modified (lots of work) he claims to have achieved 440 cfm with the manifold (attached) believe it or not...
Racing is starting soon so hopefully I'll see the car in action and have a good look at the manifold maybe get some pic's..

video my sister in law recorded from last night..she is crazy about drag racing..
Of the said engine from this thread in the car on its first meet..we use kilometer (Metric) here that converts to 155.58 miles

Pretty sure there still running the Tri y headers that's what they have run for years.
