I would lean to somewhat yes. You will Never Equal the HP of a Dominator though in my opinion with a 4150 on a BB at your level and size. You can get pretty close though.

If you could get ahold of Blake C. from here let him set you up on all intake porting and the adaptor, you would probably get the most out of the Victor intake on a 466/472. Before the Mafia Intake came out, he had a massive amount of track testing done with the smaller BBF's with the Victor and other intakes and Adaptors.
He was also Heavly involved with the Venom Intake Project.
On a side note, some of the new Holley's (4150) and clones have a dual pattern baseplate with slotted bolt down screw holes, that open up other possibilities.
Here is a Template for a baseplate, either side of some adaptors, or an intake to slot the holes if needed.

I'm sure I've seen where guys plug the existing 4150 holes with aluminum threads or bolts , whatever to block the holes . Then redrill for the Dominator . I thought the casting on the flange could then be cut to match the Dominator pattern.
In saying that years ago i remember reading there were flow advantages to using that tapered adaptor . Theory might been to help some of the dead area under the centre

2. Somewhat Yes. Blake said he got some of his best E/T's once with a Weiand Stealth 4150 with some kind of 4500 adaptor and a Dominator, many years ago. I believe going the opposite way has potential also but there different other methods to it. What ever way if it produces the Lowest E/T with the Vehicle Combination would be it, if you are Drag Racing. Peak Dyno HP Not Withstanding as well as Top MPH.
One of the FAST series cars ran a 9.31 1/4 mile E/T last year or early this year, with a Factory Modified Intake, Heads and Exhaust Manifolds with Mufflers and a 4150 Carburetor at 560 cubes, also. As far as I KNOW NO Spacers Were Used, or Allowed Under Class Rules.
That Does Not Mean if True, it Would Not Have E/Ted Quicker with a Spacer/Adaptor.
Unfortunatly it was not a Ford and it was not a Mopar either. The Intake Started Life as a Semi Dual Plane Intake from the Factory. Joe Sherman RIP was Correct in his belief about them (That Intake) in some racing uses, and anywhere Else he may have said, I believe.
^ What has that got to do with a BBF and a Victor Intake, my point is it's all in the Combination.

If it was me and I had what you have now, I would slot the 4500 side of your spacer holes and try it the way you have it pictured on your engine in the picture first.
If I wanted to try it flipped over, I would slot the 4500 side to 4150 and bolt the carburetor on with bolts from the bottom and nuts on the top. Yes the slots will likely be open on one end but, it will seal from vacuum leaks.
Intake and custom carb. builders have been doing this for years before dual patter base plates with wide feet got picked up by the big companies.
Some of the big three and some of the cocky racers have even mounted 4150's sideways on single and dual carburetor intakes back in the day looking for improvement. Hence 8 bolt holes tapped sometimes.
Never Mind any Brands Just Make What You Have and Can Get=(Within Your Means) Work Like a Slave.
