It depends on a number of things,,,,,such as vacuum pump or no vacuum pump, and it depends on what grit stone your block is honed with. Crankcase e-vac system or not. If you are going to build a good engine where the rings are hooked up and you're able to keep the cylinder clean and dry, then most of the time you can go with the low tension rings on a good race engine.

This is in the context of I think you have the 1/6-1/16-3/16 ring package.

its a race engine but it has to pull 15 in vacuum at 900 rpm...

The "low tension ring" is referring to the tension of the oil ring expander, so it should not affect the amount of vacuum the engine pulls.
The engine's vacuum is greatly determined by the camshaft and specifically the amount of overlap. Thus widening the lobe seperation angle helps reduce the amount of overlap, and will increase the vacuum.
