Details, man! Proper wiring isn't an accident. OK it could be an accident if one happened to be lucky. A good chassis ground is important. A good ground from the battery to the block (or chassis) is important. A schematic, available all over the internet and in any intro to automotive wiring book would be helpful here. Is it correct that a brand new wiring harness was installed? Lots of opportunity to get things wrong there.
I thought it was a bad solinoid at first, but as I read the post it became clear there was something not wired correctly.

The problem had existed before the new wiring, but I think my dad didn't put the ground strap on because the old one was junk.
