Take the electric fan off........and make sure the flex fan is close enough to the radiator.

make sure the radiator is shrouded as such the air with the hood on is not being pulled from the eng comp back into the front of the radiator...... moving down the road will tend to mask this condition as fresh cool air is being forced into the front of the radiator.
